For a full measurement, this ratio is equal to the phase velocity of the wave. The ratio is an overestimate of the phase velocity of the electromagnetic wave because part of the electric field resulted from an electrostatic wave. Thus, the phase velocity of the electromagnetic wave was < 50 000 km/s.
