The work on ICRS $\leftrightarrow$ GCRS transformation with the use of VSOP theories was done in February-March 2002 during the stay of the second author in IMCCE. The authors hoped to complete the second part concerning GCRS $\leftrightarrow$ ITRS transformation with the use of SMART theory in September 2002 during the visit of the first author to IAA. The grave disease of Pierre Bretagnon which tragically resulted in his death on November 17, 2002, did not permit us to complete this work. The aim to improve SMART theory by taking into account the indirect relativistic third-body perturbations as indicated in the paper also remains unachieved. The second author is publishing this paper in memoriam of Pierre Bretagnon (VAB).
