In the P03 model, $\dot {J_2}=-3.001\times 10^{-9}/cy$, but the $0.001\times 10^{-9}/cy$ difference is meaningless because of the very coarse relative precision of the determination of this value. Indeed, a significant change in $\dot {J_2}$ has been recently observed (Cox et al. 2002).
