for a one-year sampling time. Stability criterion 1 is the ICRF one
(d = defining, c = candidate, o = other). Stability criterion 3 is the
one derived in this paper; values 1 and 2 correspond to stable
sources, 3 to unstable, and 4 to highly unstable or drifting.
